The U.N. Arms Trade Treaty was passed by an overwhelming margin in the U.N. General Assembly, and on September 25, 2013, Secretary of State John Kerry signed said treaty. One of the goals of this treaty is to staunch "unregulated and irresponsible arms transfers" which "intensify and prolong conflict, lead to regional instability, facilitate human rights abuses on a massive scale, and hinder social and economic development." This past week, representatives from 130 countries (although only 72 have ratified the treaty) gathered in Mexico, and determined that Geneva will be "the seat of the permanent secretariat for the ATT." They decided, in order to create a veto-proof process on the implementation on further arms policy, that standards of unanimous consent need not be reached. What are the steps of implementation of this treaty? 1) Classification of military grade weapons to be made illegal for possession. 2) Creation of programs to provide reasonable compensation for voluntary surrender of said arms. 3) Codification of laws to begin the restricting and strict licensing of concealable firearms. 4) Codification of laws to begin the restricting and strict licensing of hunting grade firearms. 5) Codification of laws to restrict the sale of, and possession of ammunition and components to manufacture ammunition. 6) Finally, codification of laws to completely make any and all firearms illegal to own, possess or use outside of military and law enforcement usage. 7) Creation of a United Nations Police Taskforce with the specific mission of assisting member nations with the collection of weaponry from civilian hands. This is the template that is being followed. What's the problem here in the US and full implementation? According to our Constitution, 2/3 of Senators must approve any binding treaty. Unfortunately, following the template of the Corker Bill in the Iranian wranglings, a 2/3 majority of the Senate was required to reject that treaty, and potentially any treaties going forward. However unconstitutional that is is simply irrelevant, it's just the truth. I want to make one thing perfectly clear: even if Congress won't stand up to this President, I am. So is the U.S. Army. Got it?
