I've mentioned in a previous article how we have had significant difficulties when it comes to our unmanned assassination programs. I made the following proposal, and it was warmly received by the intelligence community. I call it the "2/3 Rule." What does that mean? It means that 2 out of 3 types of intelligence must be corroborated prior to the greenlighting of any assassination strike: signals, signature, human. This reduces inaccuracies and collateral damage.
